Mobile certificate is an electronic ID linked to your phone’s SIM card. It allows you to verify your identity in all public services and in many healthcare, insurance and financial services, as an alternative to online banking credentials.

Using Mobile certificate is easy and safe. When logging into a service that requires authentication, the service will ask your phone number, and then your phone will ask you to enter your Mobile certificate PIN.

Activating and using the Mobile certificate is free of charge for our subscription customers within Finland.

When abroad, the use of the service is charged according to the international SMS pricing (in Finnish). In practice it means that using Mobile certificate involves receiving one message and sending between 1 to 3 messages.

Requirements for having Telia Mobile certificate
  • Minimum age of 13 years.
  • A Finnish personal identity code (HETU). The electronic identification code (SATU) used in the Mobile certificate requires that the personal identity code is registered in Finland’s Population Information System.
  • A SIM card that supports Mobile certificate (the card has an eID identifier) or an eSIM. If your current SIM does not have this function, order a new one (in Finnish).
  • Your identity must be reliably verified in the activation by using strong electronic identification. You can authenticate, for example, with Finnish online banking credentials (TUPAS) or an electronic ID card granted by the police.
Note before activation
  • Be especially careful to ensure that your mobile phone and Mobile certificate PIN are not accessible to others.
  • When ordering Mobile certificate, a customer relationship is established between you and Telia, if one does not already exist.

How to activate Mobile certificate

Here’s a walkthrough of the activation path. The path is in Finnish only.

  1. Go to Mobile certificate page via the link above and there click “Aktivoi” (Activate) button.
  2. Enter your phone number and email address in the designated fields. Check the box to confirm that you accept the terms and conditions, and that you have reviewed the identification principles and privacy statement. Then click “Jatka” (Continue).
  3. Authenticate yourself using your preferred method.
  4. Review the instructions for creating a PIN and then click “Jatka”.
  5. On the screen you can see a control number by which we verify that the mobile subscription is in your possession. Enter the control number into the Mobile certificate window that opens automatically on your phone. You won’t need the control number after this step, so you can forget it then.

    Tip: If the window doesn’t open properly, try unlocking your phone screen first and then tap “Request a new number” in the activation flow to receive a new control number..
  6. Create a PIN for your Mobile certificate. Memorize your PIN and do not share it with anyone. A good PIN is easy for you to remember but hard for others to guess.
  7. All done!

Mobile certificate is valid for 5 years at a time. An expiring or already expired certificate must be re-registered.

We will notify you approximately 30 days before the expiration via a text message from a short number 50101. If the certificate expires, we will inform you about it via a text message from the same number.

We recommend re-registering the certificate as soon as you receive the first notification, as this allows you to complete the process using your current Mobile certificate. If the certificate has expired, re-registration must be done using online banking credentials.

You can terminate your Mobile certificate subscription by contacting our customer service.

If you want, you can set an anti-spamming code for your Mobile certificate. This feature helps protect you from fraud and ensures that no identification requests are sent to your phone if, for example, someone accidentally enters your phone number when using Mobile certificate.

The anti-spamming code is a password of your choice that must be entered along with your phone number during identification. When the anti-spamming code is enabled, the identification window will ask for the code after entering the phone number. Only then will the identification request be sent to your phone.

Managing the anti-spamming code via SMS (to number 15011):

  • To enable the anti-spamming code for the first time, send a message: ESTO and the password you chose (e.g., “ESTO veturi1”). The code must be 3–10 characters long, contain only letters and numbers, start with a letter, and must not include special characters like ä, ö, or å.
  • To disable the feature, send “ESTO 0”
  • To re-enable the feature, send just “ESTO”
  • To change the code, send “ESTO newpassword” (e.g., ESTO ratikka2)

Sometimes, such as when changing your SIM card, Mobile Certificate needs to be re-registered. Below are solutions to the most common Mobile certificate issues.

No worries! If you forgot your Mobile certificate PIN and the certificate is now locked, simply re-register it by using your online banking credentials to regain access.

Did registration fail?

If the registration of your Mobile certificate was unsuccessful, you will receive a notification via SMS. In most cases, the issue can be resolved by:

  • Waiting about five minutes
  • Restarting your phone
  • Trying again
  • Using a different web browser may also help.

If your Mobile certificate does not seem to work, the issue is usually resolved by re-registering it.

What kind of subscription is required?

Mobile certificate can be used with both consumer and business subscriptions. It is not available for prepaid subscriptions.

Which phone models support Mobile certificate?

Mobile certificate works on most phones with a SIM card that’s from year 2016 or newer than that. A smartphone is not required. You can try registering at telia.fi/mobiilivarmenne (in Finnish). The system will inform you, if your SIM card does not support the service.

Does Mobile certificate work with Yhteys Multi?

Mobile certificate can only be linked to the main subscription. It cannot be used with a secondary subscription or shared from the main subscription.

Does Mobile certificate work abroad?

Yes, but response times may be slightly slower than in Finland. Usage abroad is charged according to international SMS pricing (in Finnish). Typically, one incoming and 1–3 outgoing messages are involved.

Which numbers send Mobile certificate-related messages?

You may receive SMS messages from the following short numbers: 50100, 50101, 50102, and 50103.

Who is responsible for actions taken with Mobile certificate?

The user of the subscription is responsible for all commitments, agreements, legal actions, and payments made using Mobile certificate.

What personal data is shared during identification or signing?

Your full name (first and last names) and SATU (electronic identification code) are securely and confidentially shared with the service provider. In some cases, your personal identity code (HETU) may also be shared. Before entering your PIN, your phone will display the data being shared. You can cancel the process if you wish.

How do I change Mobile certificate PIN?

This depends on your phone model:

  • iPhone: Settings > Mobile Data > SIM Applications > Mobile Certificate
  • Android: Apps > Telia > Mobile Certificate > Settings > Change PIN

Alternatively, you can change the PIN by re-registering the certificate (in Finnish) via a web browser. It requires strong authentication using Finnish online banking credentials or an electronic ID card issued by the police.

I use the subscription but I’m not the owner. Can I use Mobile certificate?

Yes, you can activate Mobile certificate even if you are the user but not the owner of the subscription.

Can a company block the use of Mobile certificate on its subscriptions?

Yes, a company can request a block via an online form or through business customer service.

What should I consider when changing my SIM card?

You must re-activate Mobile certificate when changing your SIM card, as the certificate is tied to a specific SIM. A new SIM requires a new activation.

We continuously assess and monitor the security of the services and components we provide. For example, the certificate server used in Mobile certificate service is audited at least annually by an independent external auditor.

The auditor we approve must be independent of Telia, well-known, and reputable in the industry. The auditor is required to have sufficient expertise and familiarity with auditing in the certificate services domain.
